Background

 

In Mozambique, through the cooperation portfolio 2023-2028, Enabel aims at consolidating the lessons learned over the past 20 years while supporting emerging themes. The €25 million portfolio aims at supporting the country in achieving its low carbon, just and inclusive development pathway and energy transition by fostering a multi stakeholder integrated approach based on local needs, national priorities, and global trends. Additionally, the government of Mozambique recently signed the agreement to convert Belgium's public debt for climate action (Debt for Climate swap) in the amount of € 2.4 million, which will strengthen result 2 associated with losses and damages. This means that the BE-MOZ portfolio is comprised of three interlinked and complementary projects. Climate is the underpinning theme in the portfolio with a focus on 3 public services (water, waste, energy) as well as fostering the dialogue on energy transition and working on losses and damages;

  • The first project focuses on a multi-stakeholder approach and aims to develop the local experience and expertise in climate-proof public services related to losses and damages, access to energy, access to water as well as waste management and circular economy to improve the living conditions of the local communities on the one hand, and on the other hand, to feed the overarching component related to policy dialogue.
  • The second project is a study, expertise, and preparation facility, which will act as a 2 catalyst for the mobilisation of climate finance for national priorities within the priority sectors of the main project.
  • Lastly, the third project is the debt-for-climate swap, which aims to develop local experience and knowledge in loss and damage, through the installation and modernization of the early warning system and preparation of local communities to reduce the risk of disaster.

Thanks to Enabel’s capacities and agility the Agency in Mozambique is also implementing projects for other donors:

  • Public Financial Management for Service Delivery in the health sector (Government of Flanders)
  • Waste and circular economy at the municipal level (Mitigation Action Facility)
  • Sustainable Water Infrastructure (Brussels Capital Region)
  • Readiness Programme (Green Climate Fund);

Given the need for the development of its activities in the project PFM4SD financed by the Government of Flanders, Enabel is currently looking for a (m/f/x) Data Analyst officer. The incumbent will work in Maputo.

Job description

 

  • The Data Analyst will contribute to this process by helping the project develop technical and analytical capacities to improve service delivery.
  • The project intends to generate endogenous processes to ensure the sustainability of the results and multiply the impact of the project.
  • The incumbent will experience how Public Financial Management tools help improve the efficiency and effectiveness of expenditure, bridging accounting data with output in terms of health services, bridging policy-based budgeting with SDG 3 on Universal Health Coverage, bridging Social Health Protection, Health Financing and expenditure processes and their execution.
  • The incumbent will contribute to the update of the databases as well as to the refinement and improvement of the databases in terms of ensuring the robustness of the processes for data entry, developing a data structure more adequate for future development, and preparing for the integration with other databases in the sector.
  • S/he will also ensure that personnel in MISAU are updated about all the process improvements.
  • The candidate will organise tailor-made training sessions, to address specific topics such as the generation of the Budget Execution Report and the Risk-based preventive control based on audit recommendations and to fully equip the beneficiary personnel.
  • The Data Analyst will ensure:
    • That the personnel in the MoH can maintain and expand the Audit Database with the information from any new audit in the sector.
    • That the personnel in the MoH can maintain and expand the Health Budget Database with the information from the Government IFMIS (e-SISTAFE).
    • That the personnel in the MoH can extract the Budget Execution Report from the Health Budget Database or any other application the Government might have.
  • The Data Analyst will also mentor the personnel in MISAU to develop other databases to apply BI techniques to any other kind of data they might use for assessing processes and performances. 

Your profile

 

Any specialism in the diploma:

  • Bachelor's degree in Engineering, Computer Science, Mathematics, Physics, Statistics, Economics, Public Finance, or related qualifications.

Specific competencies or knowledge required:

  • Proficiency in Excel. Specific competencies or knowledge considered an asset:
  • Experience working in the Public Sector in Mozambique
  • Knowledge of Excel as a data analysis tool.
  • Knowledge of database design and management.
  • Knowledge of other software for Business Intelligence
  • Experience in capacity development in the Public Sector.

Languages:

  • Fluent in spoken and written Portuguese.
  • Fluent in spoken and written English
