DEADLINE FOR SUBMISSIONS: 30/11/2022 at 10:00

This role requires Active SC (Security Check) clearance. Applicants require active SC clearance or the willingness to go through clearance before starting on site. Candidates with current clearance will be preferred. Candidates must be sole UK nationals.

The Role

The role of Lead Data Operational Analyst will require close working with our industry supplier who are delivering elements of this work. They will be expected to fulfil the role of “Technical Partner” which involves giving guidance and direction to industry and undertake part of the acceptance of deliverables from industry. They will also be expected to provide technical advice and strategic views on the approach and progress to project management, customers and stakeholders.

Main Responsibilities

  • Data Analysis: To establish the future data analysis capability requirements for T&E, it will be necessary to investigate the typical needs, benefits and issues related to using enhanced analytical techniques for T&E data. To understand these elements there is a requirement to develop an Automated Data Analysis Technical Demonstrator to demonstrate the benefits Automated Data Analysis can bring to the T&E Enterprise, whilst simultaneously learning from the development process, understanding any barriers to future progress and identifying the key dependencies and enablers needed to realise the ‘To-Be’ state of T&E. It is acknowledged that currently data analysis in T&E can be inefficient and rely on manual processes, with poor use and re-use of data, therefore benefits may include more efficient analysis but also more effective analysis, doing more with the data collected and gaining richer insight. In the initial scoping phase, the project will focus on the processing of Radar Cross Section data, investigating how the automation of Data Processing and Analysis in this area could be improved.
  • Data Repository: In order to establish the future data storage capability for T&E including how the data is tagged for retrieval purposes, identify options (based on best practice from industry) for being able to deliver the future data storage requirements.
  • Data Networks: To investigate the data connectivity requirements for MOD Test and Evaluation. This is to provide a clear understanding of the requirements for T&E connectivity and networking between T&E sites, storage and enhanced analysis. This investigation should consider the different needs for connectivity, raw data, process data, information and live signal federation. As part of 'connectivity' requirement review, capture information on the types, format and tagging of the T&E data.

Essential Skills and Experience

  • The candidate, as a technical partner, will need to be able to work closely with subject matter experts from across industry, providing guidance and direction to ensure the output efficiently and effectively meets the customer needs. Therefore, they do not require to be able to solve all the technical issues themselves but should have suitable knowledge and experience of:
  • Facilitating, managing or leading within a multi-discipline environment
  • Modern data storage, networking and analytical approaches and methods (it would be advantageous but not necessary for this knowledge to be within defence).
  • Defence requirements for data security and integrity
  • Data strategies and / or policies including how they are implemented and managed (it would be advantageous if they have exercised this themselves, but as a minimum they need a clear appreciation of the key elements required)
  • It would be advantageous if they have knowledge of the types and volume of evaluation data generated and analysed within defence.

Candidate Eligibility

Candidates must be eligible to work in the UK, this role will not offer Visa sponsorship. Tier 2 – General visas cannot be accepted. This role requires that candidates be willing to undergo BPSS (DS) Baseline Personnel Security Standard (with a Disclosure Scotland).
