Instructional Designer / Data Quality Specialist


Venesco LLC is looking for a Instructional Designer / Data Quality Specialist to support the 711th Human Performance Wing (HPW) located at Wright-Patterson Air Force Base (AFB) in Dayton, OH. In this role you will assess USAFSAM educational programs to identify trends, outliers, and data quality and performance gaps that adversely impact enterprise-wide senior-level messaging needed to effectively execute the USAFSAM education mission.


The scope of this effort is to direct, develop, and manage multiple complex data tracking mechanisms to provide accurate accountability of educational resources and utilization metric to include (student data, allocation utilization, learning management system analysis, and other analytical duties required to accomplish mission priorities). Data generated will support the strategic vision of the USAFSAM Education and Training mission, the Aerospace and Operational Medical Enterprise (AOME) teams at DoD installations worldwide, higher headquarters personnel, and supported line mission partners.


The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Airman Systems Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support.


Responsibilities:

  • 2.1 The contractor shall assess USAFSAM educational programs to identify trends, outliers, and data quality and performance gaps that adversely impact enterprise-wide senior-level messaging needed to effectively execute the USAFSAM education mission.
  • 2.2 The contractor shall design, document, communicate, and review technical guidance and courses of action (COAs) intended to improve USASFSAM Education Department data quality and program performance, written at both a tactical and strategic level for use by education professionals and senior leaders to make informed decisions on educational objectives.
  • 2.3 The contractor shall directly support USAFSAM-level data revision, as required, to mitigate data quality and performance gaps that adversely impact enterprise-wide analytics and related messaging.
  • 2.4 The contractor shall coordinate, collaborate, and communicate with Air Force/DoD leaders to recommend courses of action needed to mitigate specific data quality and performance gaps, to promote improvement in program execution, and to bolster enterprise-wide analytics and related messaging.
  • 2.5 The contractor shall propose additional data analytics and graphical visualizations needed to improve data quality and program performance.
  • 2.6 The contractor shall assist with answering student questions. The contractor will assist with attendance, class roster, completion and/or coordination of course graduation activities. The contractor shall assist in development of student resource materials to include locally developed, and externally provided. When not supporting Office of the Dean analytics, the contractor will assist with other mission-related duties as assigned. Contractor may assist in tracking student prerequisites and resolving issues prior to student arrival. Maintain accurate attendance records and call on or follow-up with absent students. Contractor will perform other educational related activities as assigned by the technical advisor.

Requirements

Mandatory Qualifications:

  • 1.1.1.1 The contractor employee shall possess a Master's degree in Data Science, Statistics, Computer Science, Mathematics, Data Analytics, or another related technical discipline.
  • 1.1.1.2 The contractor employee shall have a minimum of two (2) years’ experience in a professional work environment in the fields of mathematics, data analytics, and/or statistics to include demonstrated experience as follows:
  • 1.1.1.2.1 Experience/background in educational data analysis, with a specific focus in adult learning/higher education.
  • 1.1.1.2.2 Experience with querying or analyzing data to answer questions, solve problems through familiarity with SigmaPlot (Systat), R, Python, SAS, MATLAB, or other relevant programming environments.
  • 1.1.1.2.3 Experience with statistics and statistical analysis of data, machine learning algorithms, or general algorithm development.
  • 1.1.1.2.4 Possess knowledge of tools and techniques to support the development and delivery of impactful data models and data visualizations, such as Tableau.
  • 1.1.1.3 The contractor employee shall possess the skills to review scientific publications and literature to validate theories and models.
  • 1.1.1.4 The contractor employee shall possess excellent written and oral communication skills, as well as outstanding organizational skills.
  • 1.1.1.5 The contractor employee shall possess the ability to work independently and collaboratively in a team environment while clearly and effectively communicating results in writing and oral presentations.
  • 1.1.1.6 The contractor employee shall possess strong Microsoft office skills.
  • 1.1.1.7 The contractor employee shall have a signed Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential, proprietary, and/or sensitive information. The NDA shall be provided to the Government Program Manager by start of performance.

Highly Desired Qualifications:

  • 1.1.2.1 Prior experience within the Air Force Medical Service
  • 1.1.2.2 Knowledge of Blackboard Learning Management System
  • 1.1.2.3 Knowledge of Genius Student Information System
  • 1.1.2.4. Knowledge of/experience with other associated systems such as student testing, faculty qualification tracking, and customer feedback.
