KBR seeks highly capable individuals to support the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), Site Operations Services V (SOS V) Contract. NETL is one of the DOE’s seventeen National Laboratories and is focused on applied research for the clean production and use of domestic energy resources. It performs research and development on the supply, efficiency, and environmental constraints of producing and using fossil energy resources while maintaining affordability. NETL has sites in Albany, Oregon; Morgantown, West Virginia; and Pittsburgh, Pennsylvania. Together, these sites have 117 buildings and 242 acres of land. More than 1,400 employees work at NETL's three sites including federal employees and contractors. NETL funds and manages contracted research in the United States and more than 40 foreign countries through arrangements with private organizations and other government agencies. This work is augmented by onsite applied research in computational and basic sciences, energy system dynamics, geological and environmental systems, and materials science.

Roles, Responsibilities, Accountability, and Authority

  • Reports to and is accountable to the Program Manager, Site Operations Services V
  • Leads the activity that supports onsite Research Infrastructure maintenance and safety, supports needs to expand or enhance research capabilities, and operates research and development equipment and facilities.
  • Responsibility for direction of human and financial resources efficiently and effectively.
  • Responsible for providing services in accordance with approved contract budgets and schedules.
  • Responsible for creating a focus on efficient, timely, and comprehensive delivery of technical services to and achievement of customer satisfaction.
  • Accountable for completion of customer deliverables, safe and environmentally sound work execution, and compliance with contractual, legal, and other requirements.
  • Has the authority to manage assigned functions within limits set forth by company and customer policies and procedures.

Specific Duties and Responsibilities

The R&D Operational Support Manager leads a team of professionals that provides:

  • Operational process improvement support
  • Work control
  • Document control
  • Research engineering design support
  • Laboratory compressed gas cylinder program Q
  • General Research Support (laboratory equipment preventative and corrective maintenance, calibration/metrology, machine/welding/fabrication shop maintenance)
  • R&D materials management (tools, shop equipment, calibration standards, lasers, general support equipment)
  • Gases and liquids management
  • Project management and engineering support for new infrastructure and equipment,
  • Infrastructure installation and operation.

The R&D Operational Support Manager promulgates innovative practices that foster continuous improvement in all areas of responsibility.

The R&D Operational Support Manager assembles and leads an organization that provides superior technical and customer services through:

  • Identifying, hiring, and developing team members
  • Evaluating employee performance, recognizing/rewarding superior performance, and addressing performance deficiencies
  • Identifying and training and development needs of employees
  • Developing and implementing a succession plan for key subordinates/key positions.

The R&D Operational Support Manager is responsible for a wide variety of types and scales of research from basic (atomic scale) early-stage research to large scale industrial applications. The successful candidate should have experience that is suitable for this range of R&D.

The R&D Operational Support Manager shall maintain close contact, interface, and communication with peers, researchers, NETL customers, other NETL Support Contractors, vendors, and others as needed to ensure coordination of all activities which may affect laboratory operations.

Required Education, Certification, and Experience

  • Bachelor’s degree in a scientific, engineering, or business field
  • More than fifteen (15) years of related work experience in the management of research, development, demonstration, or commercial programs, projects, and facilities
  • More than seven (7) years of consecutive experience in managing diverse and integrated work forces (e.g., professionals, engineers, scientists, technicians, craftsmen, etc.).

Preferred Education, Certification, and Experience

  • Advanced degree in a scientific, or engineering field with more than twenty (20) years of related work experience in the management of multi-million-dollar research, development, demonstration, or commercial programs, projects, and facilities
  • More than ten (10) years of consecutive experience in managing diverse and integrated work forces (e.g., professionals, engineers, scientists, technicians, craftsmen, etc.)
  • Preferred experience within Fossil Energy R&D. Examples may include Carbon Management, Carbon Capture, Carbon Transport and Storage, Metallurgy, Carbon Reuse, Material Science, Natural Gas Decarbonization and Hydrogen Technologies, Advanced Coal Power Generation Systems, Methane Mitigation Technologies, Energy Conversion Engineering, Geologic and Environmental Systems, Strategic Systems Analysis and Engineering, etc.

Physical and Other Specific Requirements

  • U.S. citizenship is required.
