NASTAD serves as the Systems Coordination Provider (SCP) for the 47 Ryan White HIV/AIDS Program (RWHAP) Parts A and B jurisdictions funded by the Health Resources and Services Administration (HRSA-20-078), as part of the Ending the HIV Epidemic: A Plan for America (EHE) initiative. As part of this work, NASTAD develops tools and resources to support health departments in EHE Phase I jurisdictions to improve coordination across health systems and collaboration with key stakeholder groups.

NASTAD anticipates hiring a full-time Manager, Health Systems Integration (Data Integration), who provides support on population health informatics and data linkage processes, focusing on HIV surveillance data and health care data systems, including Medicaid claims databases. The Manager will support NASTAD’s population health informatics portfolio, supporting robust technical assistance support in the area of data systems integration and serves as a resource to health departments seeking to integrate disparate data sources.

Essential Duties

  • Support NASTAD’s response to complex technical assistance (TA) requests from governmental HIV programs and their state Medicaid partners related to improving data linkage activities.
  • Support the implementation of population health informatics TA activities.
  • Contribute to the development of data management and data systems integration resources created by contracted subject matter experts and staff members.
  • Ensure the overall objectives of population health informatics-related projects at NASTAD are met.
  • Maintain strong working relationships with key external partners and participate in inter-agency meetings to advance TA activities and deliverables.
  • Contribute to NASTAD’s knowledge of systems management, business processes, data workflows, and other internal processes aimed at strengthening internal expertise in HIV surveillance and data systems integration best practices.
  • Contribute to project monitoring, reporting, evaluation, and learning activities. 
  • Perform other duties as assigned. 

Minimum Qualifications

Skills/Knowledge/Abilities

  • Demonstrated expertise, conceptual understanding of health informatics, and sufficient professional experience in data management and data synchronization processes, with the ability to work on complex assignments with minimal supervision.
  • Demonstrated expertise on Medicaid claims data systems or public health surveillance data systems is preferred (i.e., enhanced HIV/AIDS Reporting System (eHARS), PRISM, MAVEN, etc.)
  • Ability to lead meaningful partnerships across public health and health care systems.
  • Ability to lead troubleshooting activities with health department staff to find innovative solutions to their challenges and explore innovative systems-level interventions. 
  • Demonstrated originality and creativity in applying health informatics knowledge and concepts to day-to-day TA activities.
  • Understanding of health equity and a commitment to incorporating social justice concepts in public health programming. 
  • Interest in developing systems-level interventions, coalition-building, addressing social determinants of health, and working with diverse groups that have been historically underserved. 

 

Qualifications

Experience/Education 

  • Bachelor’s degree or higher or any equivalent combination of training, education, and experience that demonstrates the candidate’s ability to perform the position’s duties.
  • Minimum of 6 years of progressively responsible work experience related to public health, research, or U.S. health care systems. 
  • Experience working in governmental public health, particularly within disease surveillance or Medicaid quality data units.
  • Experience coaching or providing TA for health department staff or Medicaid programs is strongly preferred. 
  • Experience working effectively across functional teams.
  • Experience developing and managing work plans.
  • Demonstrated ability to communicate and collaborate successfully with individuals and teams at all levels, whether internal or external.
  • Proven attention to detail and editing skills.
  • Demonstrated successful ability to manage multiple competing priorities.
  • Demonstrated commitment to fostering an environment of diversity, inclusion, and belonging.
  • Experience working with federal funders (CDC, HRSA, SAMHSA) preferred.

Additional Information

Environment and Scheduling

  • Salary range – $71,400 – $74,970
  • Full-time, 40 hours/week role.
  • Willing to travel as needed.
  • Remote work is possible.
