ABS Group Consulting is seeking a Program Evaluation Specialist, to support program analysis and evaluation services. The Specialist should have designed evaluations, understands the different types (as defined by OMB) and is experienced enough to lead a study. The Evaluator will use systematic data collection and analysis of one or more programs, policies, and organizations intended to assess their effectiveness and efficiency. Evaluations are structured around specific identified questions and are used for leaning and improvement purposes, as well as accountability purposes when applicable.

This role will ideally be located in the Washington, D.C. area, but we are open to the position being remote for the selected candidate.

What You Will Do:

  • Support program evaluation and data analytics tasks during design, implementation, analysis, and report-writing phases 
  • Conceptualize, plan, and conduct program evaluation, data analytics, qualitative and quantitative analysis, and data collection linked to customer learning agenda, evaluation plan, and long-term resource allocation effort
  • Support performance measurement, cost estimation, and workforce analysis, using data science methods
  • Design and implement evaluation studies, and other types of analysis, data collection, and assessment activities
  • Lead the work the process improvement maps out for evaluations, and keep on schedule for each 
  • Develop logic models, design plans, surveys, and interview protocols
  • Lead and oversee data collection and analysis, and help develop design report, and conduct document review
  • Work with various teams, generating learning agenda questions
  • Update evaluation work plans weekly

What You Will Need:

Education and Experience

  • Master’s with at least 5 years of Program Evaluation experience, or;
  • BA/BS with at least 7 years of Program Evaluation experience, in a relevant field (e.g., Statistics, Social Sciences, Computer Science, Computer Engineering, Mathematicss

Knowledge, Skills, and Abilities

  • Currently hold, or able to obtain and maintain, DHS fitness determination
  • Demonstrated experience in one or more of the following areas: program evaluation, data analysis, statistics, economics, social science research, data science
  • Understanding of types of program evaluation methods, knowing what makes sense for each program, and why certain methodologies are chosen
  • Experience communicating technical concepts to a non-technical audience.
  • Strong research, data analysis, and oral and written communications skills.
  • Strong skills using Microsoft products to include Excel, PowerPoint, Visio, and SharePoint.

It Would Be Nice If You Had

  • Programming, graphical, and modeling skills in R and Python.
  • Basic understanding of Evidence Act and its requirements.

Reporting Relationships:

Reports directly to Group Manager or Regional Manager for administrative matters. May have individual contributor direct reports.

Working Conditions:

Work is primarily sedentary; exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, although some work is performed in the field. Work is non-manual in nature.

Salary Range: $100,000 - $120,000 annually
