Job Description

Basic Purpose

Under direction of the Money Follows the Person (MFP) Project Director, the Data and Quality Analyst will be responsible to perform data quality measurement and metric generation, data aggregation into quality performance indicators, data interpretation, and develop and contribute to various data reporting structures and formats. This includes collecting and reporting data necessary to remain in compliance with the MFP program’s federal requirements. This includes developing relationships for data collection with MFP partners, contractors, staff, and providers to evaluate activities and determine outcomes to complete required State and Federal reporting. Coordinator will monitor operational expenditures of MFP service dollars and administrative funds; prepare budget and grant funding requests; complete MFP adjustments & accruals, act as liaison with CMS Budget and Management Office and Oklahoma Health Care Authority’s General Accounting.

Some travel throughout Oklahoma may be required and this position will have responsibilities to be in person at the Oklahoma Health Care Authority office.

Attendance at the annual week-long HCBS Conference held outside the state is required. The Center for Medicaid and Medicare Services (CMS) has identified this position is critical to the Money Follows the Person program.

Typical Functions
  • Oversees the preparation of the MFP financial documents in accordance with state and federal accounting and reporting requirements and in accordance with generally accepted accounting principles.
  • Consult with MFP grant, OHCA and OHS staff on process and outcome measures, data collection, reporting, evaluation, software/systems, and communication of information.
  • Contributes to the development and implementation of sustainability projects supporting and enhancing Oklahoma’s Living Choice capacity for the served population.
  • Assist with developing and preparing required reports on the HCBS Quality Measure Set
  • Compiles rebalancing spreadsheets to account for total MFP funds for budget reports and benchmark data for the required CMS semi-annual report.
  • Prepares and submits the annual MFP budget and quarterly MFP expenditure (ABCD) report to CMS; consults with MFP director on annual budgetary needs.
  • Prepares and updates monthly reporting program operational activities report (i.e., referrals, assessments, withdrawals, and transitions).
  • Monitors federal grant award account for undrawn award balances; reconcile draws to Federal Fund share of Department-wide MFP expenditures.
  • Reviews and submits MFP related invoices to the MFP director for approvals; respond to inquiries from contractors regarding payments; review and sign-off on MFP staff and partner requests for funds for conferences, training, and travel.
  • In collaboration with the MFP director, prepares financial and data reports for legislative and CMS requests for MFP budget information.
  • This position is eligible for a combination of remote work and in-person (hybrid) work within the Oklahoma Health Care Authority. Work arrangements will be reviewed annually and must comply with the remote work program and related policies and employee travel policy when working at a remote location.
Education and Experience
  • Bachelor’s degree in accounting, finance or a closely related field which must have included twelve semester hours in accounting AND
  • 3 or more years of experience OR
  • An equivalent combination of education and/or experience totaling 7 years.

Preference May Be Given To Candidates With:

  • Experience in governmental accounting
  • Master’s degree
  • Previous experience with a consumer-focused program
  • Database or spreadsheet application experience (e.g. Excel, Access, etc.)
  • Two years of professional level experience in data reporting, budgeting, accounting, auditing, finance, or related experience
  • Knowledge of Medicaid Long Term Supports and Services
  • designing and implementing relational data bases, conducting data analyses, and preparing written reports for presenting data analysis, comparisons, and trends.
  • Ability to present data and statistics in various formats to audiences with different comprehension levels, including through written reports and teaching/training.
  • Proficiency of Microsoft Office and data analysis tools.

Special Requirements

Physical Demands:

  • Must be able to remain sitting for prolonged periods at a desk and working on a computer.
  • Must be able to move or lift up to 15 pounds at various times.

Work Environment:

  • The office work environment includes regular exposure to general office equipment such as computer equipment, phones, and copy machines.
