Main Purpose and Function

This position is responsible for providing technical oversight of Street Operations data collection for street and sidewalk infrastructure maintenance and repair programs and ensuring that data is maintained in accordance with best practices.  This position performs highly complex data analysis using large data sets and produces visualization, reports and summaries related to expenditures, schedules and accomplishments, using modern business intelligence (BI) tools.  

 

The Data Specialist supports asset maintenance and repair programs for streets, sidewalks, and structures in accordance with best practices including:  analysis of large data sets related to pavement, sidewalks and structures, analysis of capital, operating, repair and maintenance costs for various asset types, and review of asset management data sets to inform maintenance and repair programs. 

 

Specific Duties and Responsibilities:

  • Manages the ongoing operation and maintenance of data and related data infrastructure to meet the data analytics and reporting needs of the Streets Operations Branch.
  • Leads, consults, and participates in business process and technology reviews of all Street Operations functions recommending solutions and alternatives related to the accessibility, interaction, and presentation of data.
  • Leads the development of Business Intelligence (BI) Reporting platform for Street Operations.
  • Designs and implements sustainable and repeatable data management approaches involving cloud, on-premise, and big data datasets and technologies.
  • Develops and maintains large data sets pertaining to spending, cut repairs, work accomplishments, 311 citizen complaints, equipment, etc. from multiple City of Vancouver sources including but not limited to SAP, Hansen and SEAM.
  • Designs and develops reports, visualizations, and dashboards for tracking KPIs, metrics and service levels using advanced Excel, GIS Software, and modern BI tools for presentation at the branch, divisional, and department level, as well as to external stakeholders.
  • Recommends solutions and alternatives related to the accessibility, interaction, and presentation of data.
  • Identifies implications and makes recommendations for changes in data processes and procedures that may affect operational areas.
  • Collects and analyzes data to complete current state analyses and to optimize solutions.
  • Processes data sets for quality assurance and following up for corrective action where required.
  • Builds financial models that accurately project the annual cost recovery rates required to balance expenses such as equipment and fleet.
  • Collaborates with broad, multi-functional project teams to maintain clarity of objectives and alignment on implementation plans.
  • Manage data requests from internal and external stakeholders including other Engineering Services branches, 311, Risk Management, Freedom of Information, and Legal Services. 
  • Teaches, mentors and supports administrative staff in the application of best practice approaches to data input and administration to ensure data accuracy and integrity.
  • Directs and reviews the data collection work of manual data collection efforts.
  • Other duties/responsibilities as assigned.

 

 

Qualifications:

Education and Experience:

  • Completion of a post-secondary degree from a recognized post-secondary institution in Business Administration,  Business Analytics or  related field of study plus considerable experience in data analysis, business process and/or performance improvement in a public sector or large multi stakeholder organization or an equivalent combination of education, training and experience.

 

Knowledge, Skills and Abilities:

  • Strong knowledge of Microsoft Power BI, Dataflows, Power BI Service and paginated reports.
  • Sound knowledge of structured operational business processes.
  • Working knowledge of could and on-premise warehouses and query systems.
  • Advanced in the use of Microsoft Excel and office suite with excellent keyboarding skills
  • Analytical skills, accuracy and attention to detail with a strong sense of accountability.
  • Skilled in the use of data systems and statistical data collection.
  • Excellent business writing skills.
  • Ability to analyze and synthesize data from multiple data sources and formats.
  • Ability to work with query languages (SQL, MDX, etc.)
  • Ability to design and build data warehouses and data marts.
  • Ability to problem solve and provide creative ways to resolve issues.
  • Ability to communicate effectively, foster high standards, and deliver results in a fast-paced, performance focussed environment.
  • Ability to work under pressure, manage multiple priorities and respond to requests in a timely manner.
  • Ability to establish and maintain effective working relationships with a variety of internal and external contacts and team members to provide advice, information, and mentoring.
  • Ability to demonstrate an organized and local approach to finding solutions to complex situations or problems.
