Engineering Excellence Advisor

The Opportunity:  

To achieve an organization’s mission, leaders need strong team members who can create processes, communicate requirements, and develop innovative solutions throughout the execution of the mission. Whether completing an immediate task, recognizing a process gap, recommending a solution, or flexing to support an immerging requirement, our clients need a consultant who can help manage operations while managing responses to external inquiries in a timely manner. That is why we need you, an experienced Principal Advisor for Engineering to design and lead the implementation of enterprise solutions that are performant, scalable, flexible, secure, compliant, cost effective, easy to operate, and responsible. 

As part of our team, you'll serve as a strategic technical consultant to the Advanced Research Projects Agency for Health (ARPA-H), helping conceptualize, create, and execute advanced government-funded research and development programs to accelerate better health outcomes for everyone. Work with world-class scientists and engineers to support the development of high-impact solutions to society's most challenging health problems. Leverage technical expertise to provide strategic assessments of new technologies in support of senior ARPA-H decision makers. Maintain responsibility for producing and presenting findings and recommendations to a team of colleagues and clients on the feasibility and potential impact of future research programs, assisting with the management of current programs, and facilitating commercialization of successfully developed technologies.  

You'll provide technical and thought leadership to engineering and SW development teams across the ITDI office, starting with the customer and working backwards to world class technical solutions. Provide architectural leadership to ensure engineering SW solutions are architected in a manner that are performant, scalable, flexible, secure, compliant, cost effective, easy to operate, and responsible. Provide engineering leadership to ensure engineering and SW solutions adopt best engineering practices, and leverage modern frameworks. 

What You’ll Work On: 

  • Cloud Strategy Development: Develop and refine the agency’s cloud strategy in alignment with the mission. Select appropriate cloud service models, such as IaaS, PaaS, or SaaS, and providers, considering factors like scalability, security, and cost-efficiency.

  • Agile and Product Expertise: Implement hands-on agile methodologies to streamline development processes. Ensure product development is aligned with agile principles, and focus on delivering value to customers.  

  • Architecture Design: Design cloud-based architectures that are scalable, resilient, and secure. This includes defining cloud-native architectures, leveraging microservices, containers, serverless computing, and other cloud technologies to optimize performance and flexibility. 

  • Integration and Migration Planning: Lead the integration of existing systems and applications with cloud services, as well as plan and execute migration strategies to move workloads within the cloud. This involves assessing dependencies, designing migration paths, and minimizing disruption. 

  • Security and Compliance: Ensure that cloud environments meet security and compliance requirements, particularly FISMA following NIST Risk Management Frameworks. Implement security best practices, identity and access management (IAM) policies, encryption mechanisms, and monitoring tools to safeguard data and resources. 

  • Cost Optimization: Optimize cloud costs by analyzing usage patterns, identifying opportunities for resource consolidation, rightsizing, or reengineering, and implementing cost management strategies such as reserved instances, spot instances, or auto-scaling. Continuously monitor and adjust resource allocation to reduce costs. 

  • Governance and Risk Management: Establish governance frameworks for cloud usage, including policies, procedures, and guidelines for provisioning resources, managing access, and monitoring compliance. Mitigate risks associated with cloud adoption, such as vendor lock-in, service outages, or data breaches, through risk assessment and mitigation strategies. 

  • Collaboration and Communication: Collaborate with cross-functional teams, including developers, operations, security, and agency stakeholders, to ensure alignment of cloud initiatives to the agency mission. Communicate cloud architecture principles, best practices, and recommendations effectively to diverse audiences. 

  • Continuous Learning and Innovation: Stay abreast of emerging cloud technologies, trends, and best practices through continuous learning and experimentation. Drive innovation by evaluating new tools and techniques to enhance cloud capabilities and business outcomes.

You Have: 

  • 10+ years of experience in software development and engineering stack, including technology infrastructure, solutions architecture, user centered design, cloud, AI, and agile

  • Experience with cloud architecture, including agile and product

  • Experience interacting and communicating with senior-level executives, including SES or GS-15 

  • Experience using Microsoft Office, including Excel, Word, and PowerPoint 

  • Ability to operate independently within a fast-paced start-up environment 

  • Ability to obtain a security clearance 

  • Bachelor's degree 

  • Solutions Architect Certification, including SAFe, ITIL, Gen AI with LLMs, or PaaS

  • Possession of excellent oral and written communication skills

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $110,100.00 to $250,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
