Tasks

- Supervise all phases of EDRM.
- Selecting features, building and optimising classifiers using machine learning techniques;
- Assess data controls and flows implemented by the external company to ensure data relevance, quality and integrity, and review and validate their proposed data identification, collection and processing methodology, and the data review byapplying AI/NLP/ML, such as TAR 1.0 and TAR 2.0 to reduce the volume of data to be submitted to DG Competition. Interact with the companies’ legal counsel and eDiscovery vendors to define the data rules. Analyse the companies’ data architecture for consistency, completeness, accuracy and reasonableness;
- Define data controls and implement actions to ensure data quality and integrity and thus ensure proper exploitation of AI/NLP/ML by DG Competition case teams. Defineand fine-tune optimised data pipelines for timely and effective exploitation of AI/NLP/ML by case teams. Advise on the best possible document review workflow and strategy for case teams to review data. Comprises review of flows to process and clean submitted data, verify its integrity, in collaboration with DG Competition’s supporting units (IT, Registry and COMP APPLICATIONS SUPPORT).
- Provide expert advice on AI/NLP/ML. Assess, explore, identify and document use cases relevant to DG COMP to leverage advanced AI/NLP/ML features of available eDiscovery solutions. Liaise with commercial vendors/experts of AI/NLP/ML solutions to maximise use of advanced AI/NLP/ML features and/or identify new needs to be implemented. Train DG COMP's case teams on these advanced AI/NLP/ML features, use cases and associated workflows.
- Provide expert advice on AI/NLP/ML. Explore, analyse, define AI/NLP/ML use cases relevant to DG COMP which are not covered by available eDiscovery solutions. Participate in COMP’s Data and AI team to exploratory data analysis, building/choosing an ML model, testing and tuning.
- Contribute to vision and strategy, common standards and best practices on use ofAI/NLP/ML for competition investigations.

Skills

- Ability to understand, speak and write English fluently, optionally good working level of French as an additional asset.
- Proven ability to explain complex commercial, data and analytical issues in non technical language producing high quality reports and business correspondence.

Specific expertise required

- At least 1 year work experience using an eDiscovery platform such as Relativity or other commercial (COTS) platforms (preferably in the legal sector representing clients on legal matters before a national or European public administration, such as DG Competition).
- Solid knowledge of the Electronic Discovery Reference Model (EDRM).
- Solid knowledge of Data Management.
- Knowledge of big companies’ IT landscapes in relation to storage (as auditor, architect, system administrator etc.).
- Knowledge of in public and private Clouds and in particular how data are stored, managed and audited on these platforms.
- Knowledge of machine learning techniques and algorithms, and/or artificial intelligence frameworks.
- Strong understanding of networks, cloud storage and email solutions.

Desirable expertise (if not present, to be learned on the job) 

- AI/NLP/ML applications in the legal sector e.g. Technology Assisted Review (TAR).
- Experience of using Industry Standard forensic imaging methodologies and toolsets.
- Experience in corporate digital forensics in all elements of scoping, performing data collections and data processing.
- Experience with big datasets, non-structured databases as well as data lakes.
- Experience with alignment models and classification methods.
- RCA (Relativity Certified Administrator) certification is a plus
Languages

The consultant has to be fluent in English. Documents will be written in English.
