Essential Functions

  1. Conducts complex data analysis or research on existing or proposed Agency programs. Reports findings to the Division Manager and develops recommendations to establish/revise policies, procedures, and practices that improve the quality of programs and services. Within the Division, directs activities of subordinate staff who’s primary job function supports operational analytics/data analysis. 
  2. Informs and drives program development, ad-hoc and annual reporting and modifications through data analysis. Confers with the Division Manager if data supports directives/policies have not been followed. Provides consultation to the Division Manager on matters pertaining to Operational Analytics, development of program/data analysis plans and effective methods aimed to support data-driven decision making. 
  3. Directs the development of the annual budget projections and monitors program expenditures for the Bureau of Operational Analytics.  Oversees and reports on historical program spending, client enrollment, and performance trends. Formulates, drafts, and determines financial costs and resources for current and future fiscal years. 
  4. Confers with Division Manager and other staff in the development, dissemination, and analysis of program data, policies, procedures, rules and regulations, guidelines, standards, and technical assistance material. Recommends alternatives to administrative, policy, and procedures in response to findings/outcomes stemming from data analytics.
  5. Develops management reports for the Department’s Leadership and Executive Teams related to Care Coordination Unit’s (CCU) performance and Departmental with the federal Medicaid Elderly Waiver Program. Determines standards of measurement, that when analyzed, drive intended program outcomes and the provision of quality Home and Community-Based services. Leads and supports all reporting efforts as it relates to the Persons Who are Elderly Waiver, Community Care Program, as required by Healthcare and Family Services (HFS) and federal Centers for Medicare and Medicaid Services (CMS).
  6. Assists Division Manager with coordinating the CCP annual budget with the Office of Budget and Service Procurement. Performs complex analysis of the Community Care Program (CCP) expenditures to formulate projections of spending and budget requests and develops modules to track budgetary operations. Conducts cost benefit analysis of proposed changes to CCP and other home and community based alternative services offered through the Department, including estimating, and monitoring all related potential federal Medicaid receipts.
  7. Serves as working supervisor.  Assigns and reviews work. Provides guidance and training to assigned staff. Counsels staff regarding work performance.  Reassigns staff to meet day-to-day operating needs. Establishes annual goals and objectives. Approves time off. Prepares and signs performance evaluations.
  8. Performs other duties as required which are reasonably within the scope of the duties enumerated above.

Preferred Qualifications

  1. Prefers three years or more of experience demonstrating advanced knowledge of Microsoft Excel by conducting Power BI queries, SQL queries, and advanced functions and formulas.
  2. Prefers three years or more of experience providing statistical analysis of program data.
  3. Prefers three years or more of experience providing input into and executing a budget.
  4. Prefers three years or more of experience developing, preparing, and delivering programmatic reports to internal and external stakeholders.
  5. Prefers at least two years of experience ensuring programmatic compliance with federal and state rules, laws, and or regulations.
  6. Prefers at least two years or more experience supervising staff.

 

Minimum Qualifications

  1. Requires three (3) years of progressively responsible administrative work experience managing a comprehensive program in health and human services environment.
  2. Requires a Bachelor of Science in Data Science.

Conditions of Employment

  1. Requires ability to pass a criminal background check.
  2. Requires monthly travel in state and minimal travel out of state.
