Salary is $60k to $140k, with a midpoint of $95k.  New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Under general direction of the Manager- Project Management Office, the Data Analyst – researches, recommends and develops improvements to data and processes in support of the Project Management and Resourcing Team and the agency. This role will play a critical part in advancing data-driven decision-making and improving operational efficiency for Program/Portfolio Management across the agency. 

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Define requirements, research options, and recommend software solutions to meet various business needs.
  • Form strategy and detailed plans to integrate and manage data from various sources to ensure data quality and consistency.
  • Work independently and with agency peers, consultants, and vendors to design, develop, and maintain interactive dashboards with GIS capabilities and user-defined reports, providing actionable insights for data-driven decision-making.
  • Analyze and develop strategies to streamline business processes, improve overall efficiency and reduce manual intervention.
  • Assist in development and management of Power Apps and SharePoint sites.
  • Monitor and research industry trends, emerging technologies, and best practices to recommend improvements and enhancements to the agency's systems and tools.
  • Collaborate and communicate with agency employees to facilitate data sharing and alignment with agency data governance.
  • Develop and maintain comprehensive documentation of systems, processes and tools to ensure knowledge transfer and continuity.
  • Ensure data security and compliance with relevant regulations, including data privacy and retention policies.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Computer Science, Statistics, Information Systems, or a related field and four years of experience in data management, systems integration, GIS, dashboard development, and Microsoft Power Platform; Or an equivalent combination of education and experience.

Required Knowledge and Skills:

  • Proficiency in Microsoft Power Platform (Power BI, Power Apps, Power Automate, Data Warehouse).
  • Proficiency with Microsoft 365 applications and services (Excel, SharePoint, Teams, etc). 
  • Ability to maintain and updating a Geographic Information System (GIS). 
  • Strong analytical, problem-solving and project management skills.
  • Ability to create meaningful and clear data visualizations.
  • Excellent verbal and written communication and interpersonal skills, with the ability to engage with stakeholders at all levels and present complex information in an understandable manner.
  • Knowledge of data governance, security, and compliance best practices.
  • Experience with change management and facilitating the adoption of new systems, tools, and processes.
  • Experience with data cleaning, transforming, and preparing data for analysis. 
  • Attention to detail and follow-through on small and large tasks.
  • Strong relationship management and interpersonal skills, especially working with a variety of people. 
  • Ability to establish and maintain effective working relationships with other agency staff, management, vendors, and outside agencies.
  • Excellent presentation skills and ability to articulate complex concepts to simplified language for a diverse audience.
  • Adaptability to meet changing demands.

Preferred Knowledge and Skills:

  • Experience working in a transit agency or other public governmental agency.
  • Experience with industry leading project/portfolio management software (ex. Oracle Suite). 
  • Experience with user experience (UX) design and accessibility principles.
  • Familiarity with business process analysis and optimization techniques.

Physical Demands / Work Environment:

  • Work will be performed in a standard hybrid office environment.
