The Department of Health and Human Services (DHHS) is dedicated to promoting health, safety, resilience, and opportunity for Maine people. The Department provides health and social services to approximately a third of the State's population, including children, families, older Mainers, and individuals with disabilities, mental illness, and substance use disorders. The Department also promotes public health, operates two state psychiatric hospitals, and provides oversight to health care providers.
The Office of MaineCare Services (OMS) within DHHS administers the state’s Medicaid program, which provides free or low-cost health insurance coverage for low-income Mainers so they can access the health care services they need to work, care for family, go to school, and participate in the community. OMS works collaboratively with other State agencies, the Legislature, the Office of the Governor, MaineCare members, health care providers, and other health care purchasers on statewide healthcare improvement initiatives. OMS is committed to advancing health equity efforts to improve access to care and positive health outcomes for all low-income Mainers. OMS provides benefit coverage and support services in alignment with Department goals, federal requirements, and State statutes. OMS also provides oversight necessary to ensure accountability and efficient and effective administration of the state’s Medicaid program.
The Analytics team is located within a broader OMS Data Analytics unit. The Analytics team supports OMS and broader DHHS operations, initiatives, and decision-making through the analysis of financial and healthcare data.
Core Responsibilities:
As a member of the Analytics team, the MaineCare Health Data Analyst performs analysis and runs reports vital to the delivery and quality of MaineCare services provided to MaineCare. The reports generated by this position support MaineCare initiatives related to delivery system reform, value-based purchasing, and quality measurement. Additionally, the selected candidate will have the opportunity to further develop and apply SQL and visualization skills to advance their role and impact within the Office of MaineCare Services.
• Update and run recurring reports (weekly, monthly, quarterly and annually) to support value-based purchasing initiatives, quality measurement, and provider reimbursement.
• Provide quality assurance checks on final deliverables and data sets used to generate reports.
• Support other analysts on the team by gathering development requirements for new and existing SQL queries and reports.
• Maintain documentation for processes of running and altering existing recurring reports.
• Summarize results of analysis in Microsoft Excel and present in a format that clearly communicates results.
• Analyze and interpret large datasets related to programs and healthcare claims data.
• Generate data visualizations to better help our audience understand the story being told through the data.
Minimum Qualifications:
In order to qualify for this position, you must have six (6) years of education, training, and/or experience analyzing, evaluating, and/or developing improvements to organizational and/or managerial systems, programs, and practices.
Preferred experience includes:
• Experience with and knowledge of the Medicaid program and/or other health and human services programs serving low-income populations.
• Lived experience with Medicaid and/or other health-related social needs common to individuals and families receiving Medicaid coverage.
The background of well-qualified candidates will demonstrate the following competencies:
1. A demonstrated ability to use at least one programming and/or querying language.
2. Advanced technical skills in the use of spreadsheets (e.g. pivot tables, functions, etc)
3. A history of working with datasets to generate data reports.
4. Proven ability to document processes used to generate reports/products.
5. A strong analytical background with ability to digest and interpret large data sets and effectively communicate results to a non-technical audience.
