Position Title: Data Lead
The Position:We are seeking a highly skilled and experienced Data Lead with a proven track record of implementing data solutions within government agencies and leading teams using Agile Scrum methodologies. As the Data Lead, you will play a critical role in designing, implementing, and managing data solutions that address the unique challenges and requirements of government organizations, while also fostering Agile practices within your team. The ideal candidate will have hands-on experience working with government data, understanding regulatory constraints, and delivering impactful data-driven solutions in an Agile environment. You will work closely with the clients and your team to collaborate and communicate daily progress. 

Role Specific Duties:

  • Government Data Solution Implementation: Lead the design and implementation of data solutions tailored to the needs of government agencies. Develop strategies for integrating and analyzing government data from diverse sources, including regulatory bodies, administrative databases, and public datasets, while adhering to Agile principles and practices.
  • Agile Scrum Leadership: Lead Agile Scrum team in the delivery of data projects within government agencies. Facilitate Scrum ceremonies, including sprint planning, daily stand-ups, sprint reviews, and retrospectives. Coach and mentor team members on Agile best practices and continuous improvement, ensuring alignment with government project requirements and objectives.
  • Compliance and Regulatory Requirements: Ensure compliance with relevant regulations, policies, and standards governing data management and privacy in government settings. Implement data governance frameworks and security controls to protect sensitive information and maintain data integrity, while incorporating Agile methodologies into compliance processes.
  • Data Interoperability and Integration: Oversee efforts to improve data interoperability and integration across government systems and agencies, utilizing Agile practices to prioritize and deliver integration initiatives efficiently. Develop data exchange protocols, standards, and APIs to facilitate seamless data sharing and collaboration in an Agile environment.
  • Performance Measurement and Reporting: Establish metrics and KPIs to measure the performance and impact of government data initiatives. Develop reporting dashboards and analytics tools to track progress, identify trends, and support data-driven decision-making by government stakeholders, leveraging Agile principles for iterative improvement.
  • Stakeholder Engagement and Collaboration: Collaborate with government stakeholders, including agency leaders, policymakers, and IT professionals, to understand data needs and requirements. Build strong relationships and partnerships to promote data sharing, transparency, and innovation across government organizations, utilizing Agile communication and collaboration techniques.
  • Data Analytics and Insights: Work with data analysts and scientists to extract actionable insights from government data. Apply advanced analytics techniques, such as predictive modeling and machine learning, to identify patterns, trends, and opportunities for optimization in government operations and services, while incorporating Agile methodologies for rapid experimentation and learning.
  • Continuous Learning and Improvement: Stay informed about emerging trends, technologies, and best practices in government data management, Agile methodologies, and project management. Identify opportunities for innovation and process improvement to enhance the effectiveness and impact of data solutions in government settings, leveraging Agile principles for continuous improvement.

Required Qualifications:

  • Bachelor's or Master's degree in Computer Science, Information Systems, Public Administration, or related field.
  • Minimum of 15 years of hands-on experience implementing data solutions within government agencies, with a strong background in Agile Scrum methodologies.
  • Strong experience with data microservices, APIs, data integration tools and techniques, data lake, data warehousing, data virtualization, RDS, NoSQL, Files, ETL, etc.
  • Hands on experience in data tools and technologies, such as: Snowflake, AWS RDS, DynamoDB, Tablueu, MuleSoft, Denodo, Alation, etc.
  • Experience with government-specific data technologies and platforms, such as open data, data services, data mesh, data fabric, and government cloud services.
  • Strong understanding of government regulations, policies, and standards related to data management, privacy, and security.
  • Proven track record of successfully leading Agile Scrum teams in government settings, delivering tangible results and driving organizational change.
  • Excellent communication, presentation, and stakeholder management skills, with the ability to effectively engage and influence government stakeholders at all levels.
  • Strong project management skills, with experience leading cross-functional teams and managing complex data projects from inception to completion, using Agile methodologies.
