Responsibilities

Noblis is seeking a Senior Fellow – Artificial Intelligence for our Reston, Va. headquarters location.

 

The Senior Fellow– Artificial Intelligence (AI) will work across Noblis as the Senior Fellow for research and development (R&D) in the areas of AI, machine learning (ML) and advanced analytics. The Senior Fellow will work with the Chief Technology Officer (CTO) of Noblis and the executive team to develop and execute the organization’ AI strategy, drive successful internal R&D investment, while identifying and closing on US Government-funded R&D opportunities.. The Senior Fellow will work with Noblis' Mission Area Vice Presidents, business development, scientific researchers, and senior technical staff as well as proposal development teams to engage Clients, develop scientific solutions and prototypes, integrate innovative approaches and technology, and incorporate feedback from Clients into current and new Noblis offerings and research.

 

This position reports to the Chief Technology Officer (CTO), Noblis. It is a Hybrid role.

 

Job Responsibilities

 

  • Serve as senior AI scientist, directing the Noblis AI R&D portfolio, collaborating with subject matter experts and the executive team to ensure R&D investments align to novel scientific outcomes, Noblis growth objectives, and Client research priorities;
  • Research and lead teams developing innovative, complex, leading-edge scientific and technology solutions, applying AI/ML approaches across business opportunities and multiple domain areas including computer vision, cyber operations, complex simulation, sensing, and multimedia (voice, text, imagery, video), among others;
  • Consult with and deliver AI expertise and new approaches to US Government Clients across Noblis’ Federal Civilian, Defense, Homeland Security, and National Security programs;
  • Work closely with scientists and technical staff (e.g., data scientists, data engineers, infrastructure engineers, and software developers) from across the company to advance the state of the art, while mentoring staff in the field of AI;
  • Collaborate with industry experts, and foster impactful academic partnerships to scale our research, recruit expertise and drive novel scientific outcomes;
  • Guide direction of and investment in the Noblis Machine Learning Lab and AI processing capacity with our infrastructure teams;
  • Provide and participate in enterprise-level AI governance activities, to include reviewing and recommending enhancements to corporate policies and guidelines in the use of AI;
  • Integrate research outcomes into business capture and proposal development efforts;
  • Collaborate with the executive team and account leadership to develop solutions and foster relationships with new and current Federal Government Clients;
  • Identify and pursue US Government-funded S&T opportunities / solicitations to include Broad Area Announcements (BAA) and Other Transaction Authorities (OTAs);
  • Drive technologies, research, and prototypes derived from Noblis’ internal research and development program into new Client accounts in collaboration with the executive team and account leads;
  • Develop and maintain a broad understanding of Noblis scientific, research, and technical capabilities and relay these capabilities to Clients both directly as demonstrations and in formal proposal submissions;
  • Build and mentor diverse teams, collaborating across various technology, scientific, and business organizations to develop solutions that support Client mission requirements;
  • Provide overarching scientific and technical guidance to multiple concurrent programs and research projects to ensure they are on-track, on-time and meet project requirements and targeted research outcomes:

 

 

 

Required Qualifications

  • Ph.D in engineering, statistics, mathematics, information / data sciences, computer science, or related field with 12+ years of experience in one or more scientific areas; 
  • Extensive experience in several of the following areas: Deep learning algorithms / large language models (LLMs), model algorithm selection and development, natural language processing, multimedia processing and recognition, and/or computer vision;
  • Demonstrated expertise in one or more modern programming languages (e.g., Python, R) and common AI development platforms and frameworks (e.g., TensorFlow, PyTorch, Hugging Face);
  • Knowledge and understanding of a wide range of ML applications and methods to include deep learning (CNNs/RNNs), generative adversarial networks (GANS), model test and evaluation, workflow automation, and training data set preparation;
  • 10 years specialized experience providing direct or consultant scientific support to major programs or system development efforts; experience managing scientific or technology performer work preferred at one or more US Government agencies or departments;
  • Previous success developing business and acquiring Government funding for scientific research and/or prototypes via BAAs, OTAs, and other solicitations;
  • Ability to coordinate multi-disciplinary research teams and manage the preparation of prototype demonstrations, technology evaluations, and recommendations for proper implementation of AI programs and systems;  
  • Excellent communication to include technical writing and editing, communicating scientific concepts to non-scientific audiences, critical thinking, and interpersonal and customer service skills to engage senior private sector and US Government personnel;  
  • Focuses on ensuring ethical and responsible use of AI technologies within the organization to include contributing to AI ethics guidelines, conducting ethical assessments of AI projects, and promoting transparency and fairness in AI decision-making.
  • Ability to plan individual efforts and follow through to completion;  
  • Ability to multi-task and respond to quick turn-around requests;  
  • Competence to function efficiently in a fast-paced, demanding work environment;  
  • Active Top Secret (TS) clearance, with the ability to acquire/maintain SCI/CI Poly.

Desired Qualifications

  •  Extensive experience in large dataset management, preparation, data engineering and data lakehouse technologies;
  • Experience across a range of commercial AI stack / cloud provider platforms to include AWS, Azure, GCP and/or NVIDIA;
  • Expertise in responsible, ethical use of AI technologies and techniques;
  • Application of AI technologies and techniques to cyber security problem sets;
  • Understanding/experience in mission and/or policy as it relates to National Security, Law Enforcement, National Defense, Homeland Security, Aviation/Space, and/or Public Health;
  • Active TS/SCI  with poly is preferred.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

USD $202,000.00 - USD $353,500.00 /Yr.
